How these two differ
OKX versus Hyperliquid is a choice between ecosystem and specialisation. OKX gives you spot, derivatives, a Web3 wallet and a DEX aggregator in one verified account with support. Hyperliquid does one thing: perpetuals on its own chain, with no account and no KYC.
Curiously they are closer in spirit than they look: OKX is actively building its on-chain half, and Hyperliquid is the one perp-DEX that grew into its own chain. But their custody models are opposites, and that is what defines the risk.
Under Hyperliquid's Terms of Use, residents and citizens of Russia are Restricted Persons; OKX removed the ruble from P2P on 29 August 2023.

How to move funds
Moving from a centralised exchange to a perp-DEX is not an account-to-account transfer: it goes through the blockchain and your own wallet.
- Withdraw a stablecoin from the exchange to your wallet on a network the venue supports — the sending exchange charges the fee.
- Connect the wallet to the venue and deposit into its contract. You pay gas; there is no separate deposit charge.
- The way back is the same in reverse: withdraw from the contract to your wallet, then send to the exchange.
The key difference from an exchange-to-exchange transfer: on a perp-DEX you hold the funds, not the venue — and if you lose the keys there is nobody to restore access.

The ruble was removed from the P2P desk on 29 August 2023; Russian accounts themselves were not closed and crypto trading and withdrawals keep working. We could not find an announcement in the help centre — the fact is known from business media citing the exchange.
